Confluences Access team was appointed by the French Development Agency to run an elaborate and in-depth analysis of the Cambodian digital sector. The aim was to highlight developmental prospects, identify potential partnership opportunities, and help the AFD develop a project portfolio in the sector, as well as to suggest avenues for nurturing an open dialogue between AFD and the Cambodian authorities.
This project, in particular, targets public stakeholders driving the ongoing digital transformation in the Kingdom of Cambodia, and those involved in the key policy frameworks issued by the Royal Government of Cambodia — namely the Cambodia Digital Economy and Society Policy Framework (CDESPF) 2021-2035, and the Cambodia Digital Government Policy (CDGP) 2022-2035.
This prospecting study entailed the collection of significant data, combining business intelligence, desk-based research, and a round of consultation meetings held in February and March 2023 with ministries, government agencies, provincial authorities, and state-owned-enterprises. Tallied together, our team met with 18 Cambodian institutions, as well as with development partners.
The data collection was compiled into the following: (i) Overview of the present Cambodian digital sector; (ii) Analysis of the governance scheme; (iii) Opportunity/project mapping. Based on these, AFD and Confluences jointly produced concept notes presenting tentative partnership projects, which after discussion with the relevant Cambodian authorities, have been further developed in the form of strategic recommendations to the AFD Group.
The final report was submitted to AFD at the end of June 2023 and we are confident it should lead to further project opportunities for AFD in the Cambodian digital sector.
