Digital sector mapping for AFD

Confluences has been tasked by the French Development Agency (AFD) to conduct an opportunity analysis of the Cambodian digital sector, highlight developmental perspectives, and help them develop a project portfolio in that sector. In doing so, our team will have to engage and meet with all relevant Cambodian ministries, agencies, regulatory authorities, subnational administration, state-owned enterprises, and other stakeholders as identified in the two game-changing policy frameworks issued by the Royal Government of Cambodia — namely the Cambodia Digital Economy and Society Policy Framework (CDESPF) 2021-2035 and the Cambodia Digital Government Policy (CDGP) 2022-2035.

Confluences and AFD have previously worked together on two different projects in the recent years. In 2021, Confluences conducted a study on the benefits and impacts of Chinese tourism pre-COVID and during COVID upon the request of the Ministry of Tourism and AFD. In 2022, the same ministry tasked Confluences in developing a district-level Urban Tourism Plan for Phnom Penh, in order to turn the Capital city into a premier sustainable urban heritage tourism destination.
